Más de dos centenares de políticos (diputados del europarlamento), organizaciones empresariales y activistas han firmado un documento liderado por la vicepresidenta cuarta de España y ministra para la Transición Ecológica y Reto Demográfico, Teresa Ribera, junto al presidente de la Comisión de Medio Ambiente del Parlamento Europeo, Pascal Canfin, en el que se pide que la salida de la crisis económica de la COVID-19 sea verde sí o sí.
Así reza el texto titulado Reiniciar y reimpulsar economías para un futuro sostenible: una llamada a la movilización:
La crisis del coronavirus está sacudiendo al mundo entero, con consecuencias devastadoras en toda Europa. Estamos siendo puestos a prueba. Estamos sufriendo y llorando nuestras pérdidas; esta crisis está desafiando los límites de nuestro sistema. También es una prueba de nuestra gran solidaridad europea y de nuestras instituciones, que han actuado con rapidez al comienzo de la crisis para aplicar medidas para protegernos. La crisis aún continúa, pero veremos la luz al final del túnel y, luchando juntos, venceremos al virus.
Nunca nos hemos enfrentado a una situación tan exigente en tiempos de paz. La lucha contra la pandemia es nuestra principal prioridad, y debe hacerse todo lo que sea necesario para detenerla y erradicar el virus. Aplaudimos y apoyamos firmemente todas las acciones desarrolladas por gobiernos, instituciones de la UE, autoridades locales, científicos, personal médico, voluntarios, ciudadanos y actores económicos.
En esta situación tremendamente difícil, también afrontamos otra crisis: un shock en nuestra economía más fuerte que la crisis de 2008. El duro golpe para la economía y los trabajadores de la pandemia exige una respuesta económica coordinada fuerte. Por lo tanto, saludamos la declaración de los líderes europeos que afirman que harán "lo que sea necesario" para abordar las consecuencias sociales y económicas de esta crisis. Sin embargo, lo que funcionó para la crisis financiera de 2008 puede no ser suficiente para superar esta. La recuperación económica solo vendrá con inversiones masivas para proteger y crear empleos y para apoyar a todas las empresas, regiones y sectores que han sufrido el parón repentino de la economía.
Después de la crisis, llegará el momento de reconstruir. Este momento de recuperación será una oportunidad para repensar nuestra sociedad y desarrollar un nuevo modelo de prosperidad. Este nuevo modelo tendrá que responder a nuestras necesidades y prioridades.
Esas inversiones masivas deben desencadenar un nuevo modelo económico europeo: más resistente, más protector, más soberano y más inclusivo. Todos estos requisitos se encuentran en una economía construida alrededor de principios ecológicos. De hecho, la transición a una economía climáticamente neutral, la protección de la biodiversidad y la transformación de los sistemas agroalimentarios tienen el potencial de generar rápidamente empleos, crecimiento y mejorar el estilo de vida de todos los ciudadanos del mundo, y contribuir a la construcción de sociedades más resilientes.
No se trata de crear una nueva economía desde cero. Ya tenemos todas las herramientas y las nuevas tecnologías. En los últimos 10 años, se han logrado enormes avances en la mayoría de los sectores de transición, desarrollando nuevas tecnologías y cadenas de valor, y reduciendo drásticamente el coste de la transición (incluyendo, entre otras cosas: energía renovable, movilidad de cero emisiones, agroecología, eficiencia energética...). Hace 10 años, los vehículos de cero emisiones eran solo un prototipo; hace 10 años, la energía eólica era tres veces más cara de lo que es hoy, y la energía solar, siete veces más; hace 10 años, no habíamos realizado trabajos de renovación en los edificios mostrando que esta inversión es rentable.
La voluntad política está aquí. Ya tenemos los planes y la estrategia. Proyectos como el European Green Deal y otros planes nacionales para alcanzar cero emisiones de carbono, tienen un enorme potencial para reconstruir nuestra economía y contribuir a crear un nuevo modelo de prosperidad. Por lo tanto, entendemos que necesitamos preparar a Europa para el futuro y diseñar planes de recuperación, tanto a escala local, nacional como a nivel de la UE, que consagren la lucha contra el cambio climático como el núcleo de la estrategia económica. Ha llegado el momento de convertir estos planes en acciones e inversiones que cambiarán la vida de los ciudadanos y contribuirán a la rápida recuperación de nuestras economías y nuestras sociedades.
También constatamos que el impacto social de la epidemia de COVID-19 es tremendo, y que oponer resistencia a las inversiones en la transición a una economía climáticamente neutral no es el camino a seguir. Para que las iniciativas como el European Green Deal sigan siendo ampliamente aceptadas, tienen que responder más que nunca a las necesidades sociales de nuestra sociedad. Se han realizado progresos en la identificación de los posibles desafíos sociales de la transición, y se han desarrollado y aún se pueden desarrollar herramientas para garantizar una transición justa y equitativa.
Hacemos un llamamiento a una alianza global entre dirigentes de distintas familias políticas, líderes empresariales y financieros, sindicatos, ONG, _think tanks, _diferentes actores para apoyar y poner en marcha Paquetes de Inversión de Recuperación Verde que actúen como aceleradores de la transición hacia la neutralidad climática y los ecosistemas sostenibles. Así, nos comprometemos a trabajar juntos, compartir conocimientos, intercambiar experiencias y crear sinergias para aplicar las decisiones de inversión que necesitamos.
El COVID-19 no hará que el cambio climático y la degradación de la naturaleza desaparezcan. No ganaremos la lucha contra el COVID-19 sin una respuesta económica sólida. No nos opongamos a esas dos batallas; luchemos y ganémoslas a la vez. Juntos seremos más fuertes.
